About the Network

Rationale for cooperation and coordination of civil-military actors

The principles governing the actions and scope of the Network are:

  • It is in Australia’s national interests to have a peaceful and developing region, and that the region is prepared for and can recover from natural and man-made disasters.
  • Actions may be required to assist States and regions to achieve this due to a host of reasons, including humanitarian, disaster recovery, peace, stablisation and reconstruction.
  • The most effective and efficient actions from both the perspective of Australia and the host communities are those which involve a cooperative and coordinated approach by all civil-military actors.
  • Cooperation and coordination between all actors requires respect and a shared understanding of action strategy, policy and practice, and the roles, responsibilities and capabilities of all civil-military actors.
  • Coordination and cooperation action is required during the following phases: strategy and policy development, operational planning, operations, transitions, and post-incident response.

Operating principles of the Network

The operating principles of the Network are:

  • independent, non-political, non-sectorial
  • involvement is voluntary
  • open to all
  • free or low cost
  • transparent operations which provide equal access to all members to self nominate and participate
  • no binding policy positions

Network membership

The membership of the Network will be open to anyone with an interest in the issues.

There are no membership fees.

    • A single distribution channel for information
    • Ability to rapidly create hastily formed networks and “communities of interest” around issues, projects and incidents
    • Improved cooperation and coordination between government and non-government actors
    • More efficient and effective responses to complex emergencies
